The most recent Dev blog addresses concerns about the combat response, in particular the surrounding weapon swap, dodge cancellation and attack windows. All fixes will be implemented in the next few updates. We will also see the first balancing patch soon.

With the bug fix / fine-tuning and planned changes to War / Territory Control, the team begins the next steps in the New World battle. First, we'll focus on swapping weapons, canceling dodges, and attack windows.
We are currently working on the response to weapon switching and making sure it is more consistent across all our attacks as we want weapon switching to be an integral and fluid part of the fight. Many times you think you switched weapons, but instead attacked with your currently equipped weapon. We are working to fix these situations and expand when you are able to replace your weapons.
As we swap weapons, we're looking at our dodge cancel windows and attack entry times while recovering all of our attacks. There are some inconsistencies that are not intended. For example, you can avoid canceling some cooldowns but not others, and are able to make heavy attacks with regaining some skills, but not all skills. Our goal is to make sure all weapons and skills are consistent.
Swapping weapons, dodging, and introducing attacks are a major part of our combat system, and we want to make sure they're smooth and responsive. We'll be making these changes in the next few releases, so please keep sending your feedback while we continue to make improvements.
In addition to the changes to combat responsiveness, we plan to update the balance next patch to adjust various skills and fine-tune some of the lesser-used skills to make a wider selection more profitable to further improve combat in Eternity. We don't want to spoil this update too much yet, but we know it's in preparation and on the way.
